Abstract

Development control is essential for regulating land use, guiding urban expansion, and ensuring orderly physical growth. Despite its importance, its implementation in Ondo City faces several challenges that limit its effectiveness. This study assessed the problems affecting effective development control in Ondo City by examining the institutional framework, identifying key constraints, and proposing strategies for improvement. A simple random sampling technique was used to administer structured questionnaires to 245 respondents, representing 0.05% of the city’s population of 491,953 and comprising residents and property developers. Due to homogeneity in occupation and income, 200 valid responses were analysed. A purposive sampling technique was also employed to collect data from development control officers.

Findings revealed that development control in Ondo City is constrained by outdated planning policies, a shortage of skilled professionals, and the absence of a current master plan. Other challenges identified include unapproved developments, weak inspection systems, and limited public engagement, resulting in disorganised urban sprawl, inefficient land use, and a poorly regulated built environment. The study concludes that effective development control requires urgent institutional reforms, updated legal and planning frameworks, and increased public awareness. It recommends strengthening planning institutions at the state level through staff training, implementing sustained public enlightenment campaigns, and establishing dedicated monitoring teams to oversee and inspect new developments in order to improve compliance and promote sustainable urban development.
